Hazel Dell
Unincorporated Clark County, Washington
Hazel Dell addresses say Vancouver, but Hazel Dell isn't part of the city of Vancouver. It's an unincorporated community of 23,569 people (2020 Census), and Clark County is its local government.
So local services come from several places: the county runs permits, elections, and the sheriff's office, while fire, water, sewer, and schools each have their own district. The list below says who handles what, with a phone number and a link to each agency's own site.

History
In 1886 the local school held a contest to name the area, and "Hazel Dell" beat "Bear Gulch." Some accounts say the name came from a stand of hazelnut trees in a hollow. Older maps called the place Anderson, after a pioneer family.
